Here's one that's unpopular simply by obscurity:
Panzer Dragoon Saga is the best 32-bit RPG, and Panzer Dragoon is easily one of Sega's top 3 greatest franchises of all time. About as close as Sega has ever come to achieving digital art. It's up there with Sonic the Hedgehog and Virtua Fighter, and those two take precedence mainly because of how important they were to the company overall.
EDIT: As a series, over all, the world Panzer Dragoon paints is simply unrivaled. You can't take it in with just a single game, it's meant to be played in order as a trilogy (Orta excluded for obvious reasons). Each game peels the layers back a bit more and when you're done, you realize how fleshed out and magnificent the world they painted was.
The closest comparison would be stuff like Ico or Shadow of the Colossus, but even those pale in comparison to Panzer Dragoon's vast, scarred earth. What a terrific subtle narrative, too.

I played about a half-hour to an hour into it. I wasn't impressed. Everything looked bland and dull to me with a lot of the same colors. I love that game and will happily echo that I think it's the best one I've played from the 32bit generation. But, that doesn't mean much since I'm not huge into RPGs.

Did you play any of the other games in the series? In order? Because Panzer Dragoon Saga is the climax to a slow build. You played so little that you didn't even make your way to the level progression system, where you can build your dragon. Heck, you might not have even acquired your first upgrade or piece of magic. You maybe met ONE other NPC? I'm guessing you quit at the desert.
Forgive me if I don't give your opinion of the game much weight. It'd be like basing your experience of Mario 3 on level 1-1. The game progressively gets more incredible as it goes along. It definitely doesn't display its full hand within the first 30 minutes.

I just knew he liked RPGs from the sig. At first, I thought he was a fan of SNES shmups, specifically Phalanx!
