With the Sega CD, I think it's largely an issue of documentation. A lot of the Sega CD library consisted of FMV games and other titles that didn't properly utilize it. It'd be great to get some new games that truly show what the system is capable of. Also it'd be nice to see more demoscene on those CD consoles of the 1990s.
That said, Sega CD homebrew does exist (Sonic Megamix is on CD for example). There's just not a whole ton of it out there.
