I agree keyboard/mouse is a pretty big difference, especially for Portal. Some of the puzzles require some quick looking and turning, which just feels much easier with mouselook. But it's definitely not the ONLY difference. You also have to consider user mods, patches, etc. I've been dying to try out this portal "map pack" (that ultimately looks to be pretty much a full prequel): http://portalmaps.wecreatestuff.com/ Plus many of the HL2 mods are full games.
Then there's multiplayer. When I got Orange Box for PS3, lag was a huge issue for me on TF2. Maybe it wasn't for others, but from what I hear, that isn't as much of a problem on PC. You also have to consider whether you have friends on PSN or on Steam, or which community you'd like to play with.
