HOAs are the worst, and I would never buy a house that was subject to one. Regardless, it sounds like the HOA is teetering. If it gives you too much trouble, you may want to consider joining it, volunteering to run it, and then doing everything in your power to dissolve it. (No one in their right mind would volunteer to run a hated HOA; so, this may be the quickest way to destroy it once and for all.)

Luke I am glad it is working out for you but in TN they are little governments. When Nashville had the big flood a few years ago, have of our friends neighborhood was flooded with 10 feet of water. While they were doing renovations, they got fined because the trucks doing the work were taking up too much of the street. When that half of the neighborhood complained, they found out that the entire board lived on the side that did not get flooded and did not care. Later that year roughly a fourth of the neighboorhood moved out. Our friend got fined about 1k for the trucks and for the house not meet expectations for the two months after it was underwater. She took it to a lawyer who told her she cant really do anything since thats how HOAs are here.
I just wish TN would wakeup and be like Rhode Island or Virginia. There the HOAs cant fine people, and cannot enter your property without your permission. Instead they let them run wild. And in reading what other members of the community have said about them, apparently last January the old group tried to raise dues from $30 to $400 a month. Stated the lights at the entrances needed 5k of power a year to operate - and they are solar...

Do you know who the leaders of the HOA are and where they live? Might be a good time to start seeing which rules they violate and which ones they are close to violating. They are little governments here as well, but our head dude doesn't flip out that much. There was a time when there was a robbery in the neighborhood and people flipped out and surveillance cameras were placed on street lights (like that's a deterrent for crime *eye roll*), but I trust the guy to allocate the funds proficiently and to generally leave people alone unless they are being total dicks.
I'm probably being okay with our HOA because I honestly have no clue what I pay them annually. My wife covers that since she knows if I thought it was too high I'd tell them to shove it.
But I can see how HOA's could be an unnecessary nuisance. I don't want my neighbors to be a committee and fine me for living in my house the way I want to.

So I engaged our buying agent, who contacted the selling agent, who will not talk to me. They got the sellers to give a sob story about how the HOA isnt really there and how they never enforced anything. Well my agent shot back before I could saying "where is the letter you told me you had on 10/7 stating that it was dissolved. And if you cannot produce this letter our lawyer will be in touch with you."
Things are going to get interesting. Regardless of how lapse the HOA is, we will be moving if it is still in force. Maybe not next year, but within three.
Oh and Ack, the person who runs it, lives across from what use to be the public access to the lake, but since the lake is now private we dont have access to it any more (but since they own a strip across the street they do have access. So our dues go to paying for solar lights to work, paying to have about 50 sq feet of grass cut four times a year, and for a maintaining a lake we do not have access to. And now they want more money.
