Watermelon, though I'm not sure you can call them underrated. They are just small and make games for a system that has long since died.

Nobody mentioned SSI? Questron, Phantasie, RoadWar 2000, Gold box games(Pool of Radiance, Buck Rogers), Black box games (Eye of the Beholder), The Summoning, Neverwinter Nights, etc. They pioneered the western strategy RPG.

SSI is in the same category as Origin Systems, Interplay, (early) Bioware and Black Isle imo, well liked and respected by RPG fans but not as widely recognized as the most popular developers.

Every one knows Deus Ex but Ion Storm also developed Anachronox. But I doubt that's enough to qualify (they made 6 games overall, out of which 2 were good RPGs and 1 was a bad RPG (Invisible War))

I mean, are they really underrated or just overlooked? I sort of see the question as developers who have made games that were not well received but have quality games.

Actually underrated and overlooked could be interchangeable.

Aren't Tri-Ace still kind of around in some way? Not sure...

Never did play much of their stuff, but what I did check out was definitely awesome. They seemed to focus heavily on gameplay more than anything.
