while i was cooking something before i was thinking that the Sega Saturn PCB V3 (Universal) is Version 3 of Robb Webbs Sega Saturn 21pin Modchip Board V2 chip.

It seems its been updated to support new features.............

As others have said, that is a 64 pin JVC (I believe, if the laser is black it is Sanyo).

I also use Rob Webb's chips and they are extremely easy and work on all 21-pin models. Much cheaper as well.
