Bomberman: Act Zero? Silent Hill Play Novel? Pokemon Channel? Hey You Pikachu? Street Fighter The Movie, the game? Street Fighter 2010? Rockman Board Game? Super Adventure Rockman? Megaman Soccer? Pac Man Adventures? Hotel Mario? Zelda: The Wand of Gamelon? The King of Fighters Shmup? Typing of the Dead? Command & Conquer: Renegade? Most of the later X-Com games?
Actually, I like Typing of the Dead, and the KOF Shmup looks kinda fun.
Silent Hill: Book of Memories, Tony Hawk: Ride or Fallout: Brotherhood of Steel? It's easier to come up with excellent games that got bad/horrible undeserving sequels that were made by different development teams than to come up with sequels

How is Portal a spin-off?

It's a spin-off of Half-Life. Aperture Science exists in the Half-Life world, and is mentioned in Episode 2. It was Black Mesa's competition before everything started.
