Magic Knights Rayearth on Sega Saturn featured voice acting, though it was released stateside in 1998. The Japanese version dates to 1995.

Both Tales of Phantasia and Star Ocean for the Super Famicom featured voice acting on the cartridge, though nowhere near full. Also, BS Fire Emblem Akaneia Senki was released on the Satellaview for the Super Famicom with streaming voice acting and audio. That was released in 1997.

There's been a lot of bad voice acting in RPGs. The Musashi series comes to mind, that made me cringe at least twice every word.
