OK, so here's the deal. I have a Dreamcast, a PS1, and a Playstation 2 with some good racing games between them. I would love to have a racing wheel that would work with all of them, or an adapter that would allow a solid wheel to work across all of them.
Does such a thing exist? And if so, is it any good? What are your racing wheel recommendations, and are they significantly better than the stock analog pads? Also, can a racing wheel fix some of what ails the controls for the otherwise superb Sega GT for Dreamcast?

necro bumping this as I have a similar question. I'm curious what people consider to be the BEST racing wheel that works on the PS1/PS2 era systems...Anything that can also be rigged (like you can with a fight stick) to work with the GCN, Saturn, 360 or PS3 via a PS2 controller adapter would be a bonus

Sadly, I don't believe such a device exists. Many PS1 racers (Ridge Racer games, Side By Side Special 2000, Moto Racer, etc...) only have support for the neGcon for analog controls, so for those you need either the neGcon itself or a wheel that can use the neGcon protocol, like the Mad Catz PS1 Steering Wheel. And something like that wouldn't work with PS2 racers that don't have neGcon support...which is most of them.
My own solution is to play PS1 racers with the neGcon and PS2 games with the Logitech GT Force which is, to my knowledge, the wheel with the best compatibility rate for the system.
The Driving Force GT, while an excellent wheel, works with some PS2 racing games, but not all. For example, it works with Battle Gear 3 just perfectly, but does not work with Battle Gear 2.
There are some "universal" wheels (like this one) but even that one doesn't work with PS1 games.

I have never found a video game steering wheel that was worth a damn outside of the arcade. I've used a few pelican and logitech steering wheels. They were universally awful.
I don't think a pre-made solution exists that does what you need to do.
I think the best case scenario is to take an arcade steering wheel and build a custom harness that can output to the systems you need. How do you do that? I honestly have no idea.

As in the Arcade Stick, if the issue is storage space of owning a "one fit all" then get a PS1/PS2 compatible Wheel. There are so many different styles to select from that are also inexpensive. The older Playstation also has the best versatility of many types of controller adapters to other consoles and PC. There are some driving wheels that have multiple console support such as PS2, Gamecube and Xbox. This will then need only the Dreamcast controller adapter.
I have the Intec, a nice wheel with paddle throttle and brakes and has plugs for PS2, Gamecube and Xbox. Also tilts and extends the driving wheel just like the Interact V3; another wheel that I have a PS2 and Dreamcast version. The advantage of the second PS2 Wheel is for my favorite Driving game, Need For Speed Hot Pursuit 2 for duel player cop chase. The PS2 version has exclusive features of how the car is pulled over.
The Intec has a hidden slide switch for wheel sensitivity many do not know about.
