You can drill out the lock if it's an issue and buy either or original replacements, NOS replacements, or 3rd party replacements on the cheap. To be brutally honest, that really shouldn't qualify as a concern or worry.
As fast stated, Viewpoint is a brillaint vertizontal shooter and routinely sells for $100 and you can get that back at any time. Metal Slug X is in the $40-45 range, a bit more if minty orginal holo label. Another $40-50 on the last 2 and there's $200 off the top.
You can always get replacement parts for anything on cabs, particularly neo cabs, no worries on things that you'd like to spiff up.
Transporting on its side is fine, like queso sad, just double check everything is fully secured, the 4-slot, the chassis / monitor / PSU.
MVS slots are notoriously problems, but it's one slot. You only need one. You can get a replacement 4-slot if needed, or swap it for a single slot or 2-slot. 4's and 6's often have a wonky slot or two...or all.
Long story short, show her (4) $100 bills and tell her cash in hand. You're really only paying $200 for a working cab. If she balks, I wouldn't hesitate to give her the 5th bill, but it goes from being a very good deal to a decent/ok deal.

$400 is a nice price on that bundle.
Move the cab on its back to avoid scratching up the side art.
I suggest taking out the mobo and the chassis before transport, but if this isn't an option just make sure everything is fastened down securely. (bring a screwdriver)
And definitely take all the carts out of the cab before moving it at all.
Video glitches on the 4 slot could be due to dirty carts, slots, or both. Get some Isopropyl on a paper towel and wrap it around a credit card to clean between the pins on the mobo, and swab all four sides of the pins of the carts themselves with the same stuff. It evaporates pretty quickly, but make sure it's all dry before re-testing.
Look around at some restoration threads to see what can be done about the condition of your cab. It's possible to restore a cab to factory freshness if you care enough to.
My girlfriend easily picked the locks to my marquee with one of these hair clips:

If you aren't prepared to do the homework and troubleshoot issues as they arise, then maybe cab ownership isn't for you.
If you boot up the cab and hit the TEST MODE button (should be next to the power switch) then you can cycle through the hardware tests using the P1 Start Button. Here you can see the crosshatch, colour bars, a screen where you can test each button individually to make sure they all work like they should (hit P1 Start last otherwise you'll go forward to the next screen
) and the next screen should test the speakers.

If I am not mistaken, four slots use the same key for the coin door as the marquee.

Hell, it's got 2 black sticks and the buttons are all the right color. Looks better than 80% of the MVS cabs out there already 
Congrats on the cab- If you're only allowed to have one in the house, it might as well be one that can play 150 different games.
And honestly, whoever put that combination of games in that machine did a damn good job. Great representation.

Got it home tonight and hooked up. I'll clean it out this weekend and move it to a better spot. For now I just wanted to play it! 
I really think the slot problem is just due to needing to be cleaned. If I reseat the cart a few times the game will come up and looks fine for the most part. I guess we'll see. Either way, super excited.

Lookin' good and congrats! Viewpoint is very tough, particularly at first, lots of enemy and pattern memorization, with some puzzle type elements. Monitor seems to have some good color and resolution too, nice get.
