Although I used to say that Sonic CD was the best Sonic, looking back, I have changed my mind. It is still fun, but like a lot of people have said, there is an exploration aspect that distracts from the speed and some of the levels have horrible design. The game is still fun though and a great addition to the series, no question.
To answer the question, I say the Sega CD for one of two reasons.
1. The System's quality games were unique to the systems. Games like Sonic CD, Eternal Champions CD, Vyse, Snatcher were unique to the system making them worth owning.
2. The bad games are delightfully bad. Games like Night Trap, Crime Patrol, Double Switch, Dracula Unleashed, and Supreme Warrior are all very cheesy FMV games that have such terrible charm, completely worth owning and are increidbly cheap.
