Well it's kinda hard to tell from the pics, but it looks like the two wires you soldered should be making the connection. But if the disc isn't spinning, then there's definitely a problem somewhere.
I would try reseating all the ribbon cables and the chip itself. Be careful when removing the cables and the chip. If you pull on the red and blue wires you can easily break one of the solder connections. You might wanna tape the wires down so it'll be a little harder to pull them off.
Should not make a difference but have you tried A+B method for the signal wire?
Those looks like 32 pin IC so it really should work right away. Make sure the ribbon cable is flipped the right way going into the chip since it will fit either way. Look for the contacts in the socket for the cable and chip to make sure everything is facing the right way. Definitely test with a "real" game before trying a burned one.
