If you want a real answer, I'd probably suggest ditching the WDTV and using something else. Maybe stream videos straight from his laptop or something. The scaler in that media box is clearly crap.
Use component for everything. If it can't use component, use s-video. If it can't do s-video, well I guess you're stuck with composite for that.
Even in 480i or lower, component will still look best.
EDIT: if RGB scart is a viable option, that will look just as good as component, if not better.

WDTV isn't a tv, it's a media player box thing. I was suggesting to ditch that and just hook his laptop up to the tv or something.

Something else that may help would be to adjust picture settings. Some noise/compression artifacts may become visible due to gamma being off (particularly).
Is it something universal to any content piped to the new TV, or are you comparing what the WDTV is doing on the TV versus what the laptop is doing on its LCD?

I wish I went plasma. My friend's plasma looks a lot better with retro consoles than my LCD. Oh well!
Dot crawl is also not just a problem with composite. Seems often to be a scaling issue. I get dot crawl when watching DVDs on my PS3. When I had a nice Oppo BD/DVD player the dot crawl was significantly reduced or gone altogether for all those DVDs.

Not sure if someone mentioned this but change the aspect ration to 4:3 on the HDTV. It will pillar box the image, but it wont stretch it out...may help if you havent done this yet.
