Huh. I had never tried mine together as I never had a need.
It's a super-easy mod though, just a single wire on both revisions of the Gen 3.

I suppose if I ever fix stereo sound I could do that while I was at it. I don't use my Gen 3 very often.

There's also the Honey Bee Converter out there for Genesis importing on those carts that are region-coded.

Genesis regions are based on the Master System and will take effect when using Power Base Converter. There's four possible settings for standard Genesis models.

English + 60hz (US, Canada, Brazil, etc)
English + 50hz (Europe, Australia, parts of Asia)
Japanese + 60hz (Japan, Korea, parts of Asia)
Japanese + 50hz (unknown, it's sometimes said Sega didn't use this officially)

32X itself only checks the console's 50/60hz. Letting games use the console to determine language.

Most Sega CD units are region locked to load their BIOS only when a matching console is detected.

Genesis 3, Nomad, Wondermega, etc, were region exclusive models. So those by default must be modified to encounter any other mode.
Lum fan.
