I'm more into new arcade cabinets, but I can tell you that you're right; it is a VS. unit, though I've seen them run seperate games simultaneously. I also believe that model was a European exclusive, I'd guess from around 1984.
Swapping the ROMs is a good idea to get it going, it's the same old NES-based/Playchoice 10 hardware that at some point or another needs tinkering with (as most cabinets do anyways). It's not a dedicated cabinet, it's meant to be versatile, so you shouldn't have any difficulties running whichever game you want on whichever side. It isn't too hard to switch games either, and I suppose you don't have any other option than to swap or reinsert them, unless it permanently stops freeezing (unlikely).
Be sure to ask around on some vintage cabinet forums, I don't know enough to say anything more about it.
