I was curious if the Universal Video Game Cases sold on racketboy.com were compatible with sega saturn cover art.

They aren't. The Universal Video Game Cases are of similar size to many older cartridge boxes like SNES, Genesis, or Jaguar ones. They can accommodate cover art via clear plastic on the outside, like a Genesis clamshell. There's typically room to put a manual in the case too, but nothing holds it in place.
The large jewel case style cases that Saturn games came in, at least in the U.S., are taller, and constructed more or less like CD jewel cases. So you've got the back piece of art + the manual, neither of which would actually suit the universal cases.
To be fair, those cases don't fit any stock art that I can think of. Even similar ones like SMS/Genesis cases are slightly different, which makes the art not fit. Which is not to say that they aren't good, just that you should expect to print out custom art regardless (there are quite a number of already-done ones available at The Cover Project - though I think all the custom Saturn ones are sized for DVD cases, which are more logical replacements in my mind).

Looking at thecoverproject.net I don't see any cover art that has been scaled to fit normal cd/dvd jewel cases. Am I missing something?

Most of the art for Saturn titles at the Cover Project is split between DVD cases and SlimDVD cases. Just make sure they have the ones you want in the right size.
