Is there any? Besides fighting games.
Are any of the Power Ranger games that get released any good at all? What about Ultraman games or any others for that matter?

There is Viewtiful Joe which is a beat-em up, it is fairly well known so you may already know it.

there were some good Power Rangers fighting games. But you're not looking for those. I have the Sega CD Power Rangers game, but I haven't played it yet. The box says it's a completely FMV game, haha. I should pop it in soon and see how it is.

I may be the only one, but I genuinely enjoy the NES version of Godzilla.
Godzilla 2 (NES) and Super Godzilla (SNES) are strategy games, and Godzilla (GB) is a puzzle game(!). I have not spent much time with them, however.
EDIT: Ultraman (SNES) is also a game. Unless you like collecting bad games, however, I would avoid it.

It's not what you're looking for, but I'm pretty sure every Ace Attorney game has a case involving a tokusatsu hero?

This is already fairly well-known, but just in case: Mighty Morphin Power Rangers - the Movie on the Genesis. There's another Power Rangers game on the Gen, it's based on the series instead of the movie, and it's not as good due to the crappy/sluggish controls.
The SNES also has a Power Rangers beat 'em up, I just forgot the name. It's not as enjoyable as the Genesis movie one, but it has transformations. It's gotta count for something.
On the NES, there's Tokkyū Shirei Solbrain. It's the japanese version of Shatterhand.
On the PSX, there's Hyakuju Sentai Gao Ranger and Power Rangers Ninja Storm. You fight the stages and the first part of the bosses as the rangers, then you get to fight an enlarged version of the boss while riding their mechas. They look good enough to be mistaken as early PS2 titles, and have FMV cutscenes taken from the show.
The GBA also has several -Ranger games, but most of them were mediocre sidescrolling beat em ups that failed to make a good impression on me.
The PS2 has a ton of tokusatsu games, most of them japanese exclusives. The Kamen Rider ones and Ultraman ones are workable even if you don't understand japanese, but they play a lot like fighting games (1 vs 1 against the monsters/enemies). There's also a 3rd person beat em up from the Space Sherrifs franchise (Gavan, Shaider, and Sharivan in one game), but I haven't tried it. There's also Golden Knight Garo.

The one game in this style that I will happily recommend is Robot Alchemic Drive or R.A.D. for short. It's hilariously cheesy, but the gameplay is highly creative. You basically control a human character who has a remote control for controlling giant robots. You switch between a standard 3rd person mode for the human, and a unique remote control setup for the robot.
