I had preordered Test Drive 6 way back when, with the Dreamcast, and for some reason I didn't end up getting it. I've still never even played it because I've always heard that it's not a very good game. Might stay on the lookout for it now.
Also, the Monster World and Wonder Boy games don't get enough love. Some of the best scrolling platformer / adventure games, IMO.

if i'm talking to someone who isn't a retro gamer, i either have to explain what I mean by "shooter" or i have to explain what a "shoot 'em up" or "shmup" is.
...so I usually just go with stuff like "2D space ship shooter" or something like that.

Well, in this case shooter is short for space shooter. So that makes sense...

I got this as part of an eBay DC lot years ago (with HOTD2, Dave Mirra Freestyle BMX, and Expendable) For a DC racer, it's not bad. You could do a heck of a lot worse. Soundtrack is good, tracks/locations are good (and not all of them are lapped which is nice) and the special modes (cop cars!) are a lot of fun. That intro video gets right down with it with the cover of "Cars". Real cars make it great too!

Dragonball: Advanced Adventure (GBA) - even if you aren't a huge dragonball fan, it's still one of the most beautiful sidescrollers on the gameboy advance, with large, well-animated sprites and a variety of attacks. There's also a simplified fighting game that's good enough as a game on its own once you unlock all the characters. I think this game didn't get as popular as other Dragonball games because it was released when DB is no longer hot shit, and the fact that a lot of fans prefer the more action-y Z series. There's a Wii equivalent called Revenge of King Picollo, which actually blows and gets boring after the first stage.
Kishin Douji Zenki: Batoru Raiden (Super Famicom) - I haven't watched the anime it was based on so I have no complaints over how accurate it is, it works well on its own merits as a 2D castlevania-like game. I've read a few reviews mention that it gets boring but I dunno, there's a lot of variety to the stages, and the main character has a lot of different attacks, so it's not like you're just walking and dashing from left to right using a single attack. The graphics are also top notch for a super famicom game, as it uses mode 7 effects a lot. It could almost pass off as a PSX game.
Spawn (SNES) - compared to other comic book-inspired games on the SNES, this one actually looks like the visuals came out of the book it was based on. The videogame Spawn does justice to the source material, as the character has a wide range of attacks at his disposal. The controls for his attacks are SF-like (down-forward-punc, etc), and I love how falling into pits doesn't kill you outright - Spawn just gets a bit of damage and floats back up in his necroplasm-thingie form - the mechanics for getting out of the pit still works within the context of the game instead of the character immediately respawning on the ledge.
Biker Mice from Mars (SNES) - I played the heck out of this game back then. It's a fun isometric racing game with a little action on the side. I actually find it a little more fun to play with a friend than Mario Kart.

For the DC, also try Test Drive V-Rally & Test Drive Le Mans. Some say Rally is better than Sega Rally 2, but I like SR more just because it's more arcade than sim. TDVR is a heck of a lot more serious but it's still good.
