I think regenerating health would be fun if you had destructible cover and patches of open areas that focus on dodging slow projectiles.

And that's largely how the best of them do it. The best of them don't give you a ton of places to rest up and hide, they give you enemies that are smart about the environment and come after you, and provide conditions on regen (e.g. slower regen when sprinting, regen only to a certain level, etc.). no one is arguing that some games and genres aren't made easier with regenerating health and I'd bet most would agree even that there's a tendency towards developers creating easier gamelay, but to blindly claim that ALL regenerating health games are easy or easier than they'd be with health packs shows a complete ignorance of the ways that games use them or the nuances of game design.
and as Bone pointed out, regen health is not new - it's been around since at least the 8-bit days in a variety of genres and is even a staple in a tough series like Ys.
