Punk is dropping the belt to the Rock, so Punk can face Taker. Punk can still tout his record and disrespect without the belt. And there is no reason to include the belt with any match including the Undertaker. It's sold without it;

Yeah, but that's safe and predictable. No one will actually believe that Punk will beat Taker if he doesn't have the title on the line. Wrestling is too predictable these days, you need to create doubt.
A Cena/Rock rematch doesn't need the title involved. Their egos are reason enough for another match. You simply make it a high stakes affair, like maybe the loser never shows his face in the WWE again. I think WWE has made enough money off the Rock as it is, so they can have Cena win. Knowing Vince, he'd just assume that no one remembers the stipulation any way and have Rock back in a year.
I'd much rather see Punk/Taker with the title on the line. Rock/Cena sells itself, title or not. Then you have a third money match in Lesnar versus Ryback, or a returning Batista (anything is better than Lesnar/Triple H 2). Those three matches alone would sell Mania

They'll most likely go the safe route, which is:
Rock/Cena for the belt where Cena is booed out of the building the entire time
Punk/Taker with no drama
Lesnar/HHH in the rematch no one wants to see
Ryback/Show (rumored for a Ryback WM moment of botching lifting Show)
Sheamus/Orton (I've seen inklings on this as a feud they want to rekindle)
Rock/Cena for the belt where Cena is booed out of the building the entire time
Punk/Taker with no drama
Lesnar/HHH in the rematch no one wants to see
Ryback/Show (rumored for a Ryback WM moment of botching lifting Show)
Sheamus/Orton (I've seen inklings on this as a feud they want to rekindle)

Yeah, that's a shame. Can you imagine if Punk went through Rock at the Rumble and faced Taker for the title at Mania with all this momentum, with The Shield, Heyman and Maddox at ringside. I'd wanna experience that live in the building. Ziggler could brag about beating Taker at Mania for the title for the rest of his career. He'd be set for life. He would technically have beaten Taker's streak and would have MONSTER heel heat. That's a lot to give any one guy to add to his career, but I think Ziggler has paid his dues and shown that he is a great main event worthy talent who will give 110% to the WWE ever single night that he's out there.

I'll be there live (second straight WM - excited) so that would be great. I think you're more likely to see him cash in on the World Heavyweight Champ there though.

It's brilliant, ending the streak on a Money in the Bank win. It's the only believable way to end the streak, as they've built up Taker to be invincible at Mania. It wouldn't make him look bad either, losing that way. Plus, no one would expect that. I'm so sick of predictable wrestling storylines. I watched the rise and fall of WCW DVD today, and what made WCW able to crush Raw in the ratings for so long was Bischof thinking outside the box and never doing the predictable, status quo thing. Getting a win over Taker at mania to end the streak with the briefcase would elevate the value of Money in the Bank matches going forward as it would show that with that briefcase you can do pretty much anything. The briefcase would carry the legacy of ending the streak. Just having it would pretty much elevate you to WWE champion status even before you've cashed it in. Every single time the MiB winner would come out for a match the announcers would talk about how statiscally MiB winners become champion AND how that little briefcase ended Taker's legendary streak.
Mania should get people talking damnit. They should be forever remembered. Having Taker become champion again after so long...and then to lose it to Ziggler with the briefcase. That'd be a memorable and historic ending to next year's mania. Not to mention that would be the same night you'd see Punk's over one year long title reign come to and end. That's a newsworthy Mania. Plus, using the briefcase to end the streak would do what I always believed the streak should do, elevate someone before Taker retires. Nobody is a better choice for that right now than Ziggler.
Jericho built his WWE legacy on being first ever undisputed champ who beat the Rock and Stonecold in one night. Nobody cares how that all went down. All that matters is that it did. Ziggler would have his career defining moment in ending the streak, giving him monster heel heat and making him a top main event guy for the next couple of years like he damn well should be
