That was actually my first experience playing a Sonic game; definitely one of my favorite games of all time bar-none! Later I discovered how horrific the Carnival Night music sounded on the Genesis versus the entirely new track for the PC MIDI file though... oh dear. I like Launch Base's music better with the MIDI version as well. I discovered Gish which has 800x600 resolution, but yeah I supposed I've moved on from this search and accepted that there aren't really any games like this. I think Ryan was being sarcastic about the "awesome MIDI renditions of the music." You might want to look into late Atari ST (+Atari Falcon?) and Amiga games, they had more arcade and console games than PC. No Jazz jackrabbit 2-level stuff, but some nice looking games nonetheless
Just a wild guess, but if you're really hardcore, you probably might find some fine looking 2D platformers from those Japan exclusive PC platforms (FM Towns, Sharp X68000) too.
