When it comes to PC gaming at least, lower refresh rates are always worse because it lacks in smoothness compared to higher ones. After all, a game can only draw as fast as the monitor will allow. I suppose that allows more time for the GPU to buffer the frames and have them ready and prepared, but I'm not sure it's by any meaningful amount of time given the relatively small disparity. I personally can see a big difference between 60hz and 75hz.

Although I guess it's irrelevant, as most console games are locked to 30FPS.

FPS and refresh rate is not the same...

You can have 30FPS @ 50Hz, and 30FPS @ 60Hz...

I know this, but it factors into the visible smoothness. 30FPS will look basically the same on 60hz and 50hz because of how frames are drawn. Once you go above that however, the appearance of continuity improves because the system can feed one frame for every tick in the refresh period. And this is where higher refresh rates shine. Of course, it's a very hard thing to notice unless you've been playing first person shooters on PC for a long time. Also depends on your eyes.
