When it comes to PC gaming at least, lower refresh rates are always worse because it lacks in smoothness compared to higher ones. After all, a game can only draw as fast as the monitor will allow. I suppose that allows more time for the GPU to buffer the frames and have them ready and prepared, but I'm not sure it's by any meaningful amount of time given the relatively small disparity.
