Basically, do what they did with Rambo and Robocop and make a children's cartoon out of an R-rated film dear to your heart.
NIGHTMARE ON ELM STREET: The Animated Series
First off, it'd be rated TV-PG but still be aimed at kids, a la Adventure Time and Star Wars: Clone Wars, or more apropo The Haunting Hour.
In it, Freddy is now a warlock seeking power, who tries a spell that gives him ultimate power, but only in dreams. He's turned into a dream demon, which also explains his face, which is now a common dream demon feature and not just the result of being immolated.
Now, he goes into the dreams of his victims and kidnap them and keep them in the Dream World (a la Joey in Part 3), seeking to harness enough Fear to allow him the ability to exist in the Real World with his powers.
A lot of the characters from the films are reimagined as Dream Warriors, though season one mostly features characters from Parts 1-3, with season two based a bit on 4-5.
A few other details:
* Kristen is actually a composite of her film counterpart and Tina
* Nancy is based on Langenkamp(sic)'s Nancy but is artistically inspired by Rooney Mara's Nancy
* Nancy's mother is just neglectful and unattentive (think Helga's mom from Hey Arnold)
* The Dream World is far more complex, at first seeming random but having its own laws of science, logic and physics
* Many characters from the films are reimagined (not to spoil anything, but expect Molly Simms and Alice Johnson)

I don't think there can be an appropriate cartoon for either REVENGE OF THE NERDS nor "Steven Seagal, The animated series".

This is a fun topic. I still chuckle about the fact that they made children's cartoons based on Rambo, RoboCop, and the Toxic Avenger (especially the last two...who in their right mind would let their children watch those movies?).
On topic, if I were making a children's cartoon based on a hard "R" action movie, I would choose "Drive". I would name the unnamed, possibly autistic driver from the film "Billy", and I would call the show "Drive: Billy's Wild Chase." While the movie involved lots of cold-blooded, graphically violent murder, the show would simply be Billy, his girlfriend Irene, and their young friend Benicio, running away from the mean-spirited pizza parlour owners Bernie and Nino. There would be action figures for each of the characters and a variety of toy cars and trucks at all major big-box retailers. The villains, Bernie and Nino, would have a pizza parlour lair and they would drive a machine similar to the "Teenage Mutant Ninja Turtles Pizza Thrower". It would be awesome, and it would make a lot of money.
Also, I thought Conan the Barbarian would make a great children's cartoon based on an R-rated movie, but a quick Google search revealed that someone has already made it.

Doing a little Google research...apparently there are also cartoons based off of Highlander and Polic Academy. It also appears that a Terminator cartoon was in development, but it was cancelled at some point.

I think The Thing would work as a cartoon. It would be like Ghostbusters, except MacReady and crew going around hosing suspected "Things" down with flamethrowers.
