Any message about the ram being full from the games is referring to the system itself since you can't save directly to the AR. You said you replaced the battery in the system, does yours have the little blue reset button next to where the battery goes? Maybe the memory is corrupted there and needs to be cleared.

I install Region Free BIOS based on the JAPANESE BIOS Ver.1.01

No reset button next to the battery. Do you think there might be a way to test whether or not the memory is corrupted, maybe by trying to save in a game that works?

The plot thickens... I removed the battery, removed the main power, waited for a minute, then put everything back. Then I tried to start up Out Run, and got as far as the first loading screen, before it hung up on a black screen. Then I switched it off, removed the power, battery, and the ARP cartridge. Put everything back, started it up, and was able to play Out Run! So then I switched over to Power Drift, but got the same Japanese text screen. Switched back to Out Run, and then it wouldn't play any more. Then, I removed the power, battery and ARP, waited, put everything back, and tried to start up Power Drift. I don't get the Japanese text screen, but it just goes to a black screen and doesn't load. I'm not sure what to make of it all.

Maybe a crappy battery? Unhook everything and leave the battery out and try?

If you can take a picture of the screen of Japanese text, I can translate it for you.
I've gotten the "Cartridge is not suitable for this system" message before, but only with Azel Panzer Dragoon RPG, and there was an AR code online to get around it. It's possible that one of the games you have has a similar issue, and an AR code somewhere. You could do some google searching online for the games that give you that message.

Well, the latest news is that without the system battery in, Out Run now seems to be working (usually). I also got the basketball game From TV Animation Slam Dunk to work. However, Sega Touring Car Championship and Power Drift continue to give me the screens... here are some images:

Power Drift sometimes begins with this screen that offers a choice. The first choice can't be selected. When I select the second choice, it goes to the second screen and nothing else can be done. However, sometimes it doesn't offer the choice on the first screen, and skips straight to the second one.

Seems like a system save message to me. Could be wrong though.
