Yes, the idea is very similar.
But the N64 plugins reads external image files and mix them with the game - while this one inserts all hi-res pictures in the Rom. You'll only need this hi-res Rom and no extra files.
There's something like this for NES (a specific version of "MyNES" emulator) but it's tremendously hard to use. I tried to change some graphics but gave up few hours later.
I'd love to see similar (and easy to use!) tools to NES, MSX, Atari 2600, Game Boy...

Nope.. It creates a very specific, modified Rom (with the .HMS extension). Right now HMS Roms only works on HiSMS. Hopefully other emulators may add compatibility with HMS games someday.
