Not a whole lot of beat em ups on the NES. Assuming you mean shmups for shooters, Zanac is an excellent one that is cheap.

The best beat'em up on the NES in my opinion is River City Ransom. There's not a whole lot of them on the NES. Mighty Final Fight is also great but very expensive, if you can find that at a flea market for a few bucks do not hesitate to purchase it.

Shatterhand is kind of a fighting platformer sort of thing. Really cool game, one of my favorite action titles for the NES.

For shoot'em ups I recommend Zanac, one of Compile's earlier games. It's got simplistic graphics but is really hectic and fun. I also kind of enjoy Rare's Captain Skyhawk. Both are really cheap, common pickups.

SCAT is a shoot'em up you don't hear much about probably thanks to its silly name but it's a really fun game. It plays kind of like Capcom's Forgotten Worlds.

^ Gun-Nac and Mighty Final Fight are fantastic, but he said he had limited funds, so I didn't recommend ones like that.
