I just got Tempo for the 32X and I've got to say that this game is really imaginative. There's alot of weird stuff going on the screen and it's hard for me to tell what's part of the environment and what hurts me.

This game visually reminds me of two great platformers: Jazz Jackrabbit 2 and Rayman
Jazz Jackrabbit 2 Alice in wonderland level
Rayman (pretty much all levels are really weird once you get past the first two worlds in this game)
But yeah, I'd like to stress out that it's especially games with that dreamlike surreal athmosphere that I'm looking for (Alan Wake dream levels, Max Payne nightmare levels, post-Summer camp Psychonauts and presumably Deadly Premonition), not just games that look really weird. I guess it's personal what accounts for athmosphere, but I don't really feel trippy while playing a game like Tempo just because it is really weird and innovative when it comes to level and enemy design. Just like I dont feel trippy while watching a Studio Ghibli anime despite all the innovative visual weirdness that's going on in them, because the movies themselves follow a sane, conventional structure and have linear storylines and have generally sane and normal characters (again, on a mental level, not the way they look), while I do feel trippy while watching an anime like Paprika or a movie like Waking life
On an unrelated note, for a failed console with such a small game library, it's weird that 32X has two very unique exclusive games (Kolibri and Tempo)

Basically, you are looking for video games -or sections of video games - that are like David Lynch movies (i.e., Lost Highway, Mulholland Drive, Inland Empire, etc.). I will keep researching and see what I can dig up.

Also, I just played this really trippy indie game called The 4th Wall. It costs $1 and it's only about 10 minutes long, so there's not too much to the game, but in terms of providing a surreal experience that follows a bizarre dream-like logic, this game hits the spot. It was over quickly, but it was an interesting experience for what it was and kind of frightening in its abstract craziness:
