Hello guys, i just bought a 2nd hand saturn ( Tectoy Version ) and i cracked it open to see if it had a modchip.

Yes i do, i'm betting my coins on a video signal converter too, that's a bit sad cause i badly wanted to play some games

It might convert NTSC composite/svideo/RF color to PAL.
If so that normally only matters for TVs incompatible with PAL color, and aren't using an RGB cable (RGB is the Saturn original color before encoding).
