Issue with NEC Multisync CRT

Hello there, I recently purchased an NEC Multisync XP29 Plus for playing shmups and my Neo Geo AES.

I can't get any picture on it at all.

When I turn it on I just hear the fan and the static noise that you hear when most CRTs are powered on.

Other then that, the screen doesn't function it seems.

Any ideas on what the issue might be?

Fan? I've never had a CRT with a fan in it. I see that is a giant sucker though so ok.

Here's the manual for it. I see a mention of 15.75K blanking, so presumably that means it will support a 15K signal? Can you get the settings to come up on screen?
