For the PS3, yes it is (more or less). You'll notice in tournaments where they're using the 360 that there's usually a bit more stage variety. The game runs a lot smoother on the 360 in general, but on the PS3 there can be slow down/framerate burps on busier stages.

I like watching the stream off the giantbomb website. The random comments are sometimes worthwhile.
