Sadly the Saturn modchip will only allow booting of retail and back-ups of the same region as the system. In order to play imports you need to patch the ISO to the correct region.
@bacteria, they also have a replacement BIOS based on the Japanese V1.00 that is Region Free. I have some and be willing to send you one so you can test it and maybe do a review.
