It's hard to beat the perfection of Tetris, but if I had to choose one other puzzler, I'd choose Dr. Mario. I wasted so many hours playing that cartridge.

Puzzle Bobble (Bust-A-Move). Spent hours and hours playing that game on the Neo-Geo and Dreamcast.
Puzzle Bobble LIVE! is on sale today on Xbox live btw. I just picked it up for 400 points and so far I'm undefeated in player matches.

Almost everything I was going to say has already been listed, so I only have one more game to add. Zoocube.
Zoocube is a 3d puzzle game. You have a cube that you control that rotates in all direction and you have animal heads and bodies coming from different directions. you have to rotate the cube to try and match the heads with the bodies. I didn't like it at first because I would always rotate the cube in the wrong direction, but once you get the hang of it it's actually pretty decent.

It was for SNES, but not released outside Japan. Though, the times I've seen copies of it on eBay it was fairly cheap. And the game is completely playable for non Japanese speaking people.
