I'll be a supermod/admin. I'll rule with an iron fist. I'll come up with monthly challenges, to where if someone says a certain key word (only known to me) they will be perma-ip-banned. The IP ban will be broad, so as to catch anyone in the same IP range.

And then, I'll post tons of nudes.

It might make sense to start your forum small. Just have one or two categories until you start to gain some members - there doesn't seem to be enough discussion to warrant having separate forums for things like Neo Geo, TurboGrafx, Sega, etc.

Do you really need a team of moderators and admins before having members at the forum?
I'd suggest moderating by yourself until you start to get visitors and then recruit a mod-team from your userbase as needed.
