No, Fighter's Destiny is a series of point fighting-based fighting games on the Nintendo 64. Deadly Arts is definitely what he was thinking.

Just got Dragon's Dogma, and this has some pretty detailed character creation tools.

I suggest replacing "Fallout 3" with just "Fallout (series)".

I guess this could all be lumped under "Professional wrestling game", but Smackdown is the only one that became a series (now just called WWE whatever) and all of those games had pretty significant character creation systems.
Here's a few games I can see sitting on my shelf that have character creation in them:
Endless Ocean (series)
Dokapon Kingdom (which, I believe, is a series)
Colosseum: Road to Freedom (also known as Gladiator: Road to Freedom, I think)
Also:
WWF Attitude!
WCW/nWo Revenge
WWF WrestleMania 2000
WWF No Mercy
WWF Smackdown! Series

What's wrong with The Movies? You can edit the appearance of any actor in the game and you got a whole disc dedicated to creating stars if you preordered it. Or is this list above PC exclusives?

Tenchu Z has a character creator tool, as well as Test Drive Unlimited 2. I'm pretty sure the first Unlimited does too (on the 360 at least).

I think I remember reading that the Tiger Woods PGA games have pretty detailed character creation tools, although I've never actually played one of them myself.

RPG Maker Series has an indepth character tools as well as complicated everything else.I've been determined for over 10 years on making a game in one of these only to get as far as editting parameters.
If you can see the future while remembering the past, you may just have control of the present.
