Jumping flash for ps1. Those games are bright and colorful and are just plain fun. They always put me in a good mood.

Daytona USA and all of the Outrun games are runners up. Also...
I very much enjoyed Super Mario 64 and Super Mario Sunshine, but I was unprepared for the joy I experienced starting each level in Super Mario Galaxy.

If you're looking for cute anime-style colorful stuff, that's the way to go. I think a lot of vehicle games - plane games and racing, as varied as Ridge Racer or Gran Turisimo, can capture the joy of really getting to know a vehicle. This all depends on the kind of joy you're looking for. The only game that makes everyone happy is Mario Tennis.
