Any further suggestions from anyone?

Turning the chip around didn't seem to work, and I'm having a heck of a time finding yet another Saturn to try in the hopes it has the right sort of ribbon cable.

It could be you've got your ribbon cable turned around. Not a 100% certainty, but I just did my mod last night and I had this issue, even though I was positive I put in everything correctly. Here's what I ended up doing. First off, the 'face' of my chip is facing OUT toward the wall of my Saturn. So the little port for the ribbon cable is facing the wall as well. I placed the ribbon cable 'label side up', meaning the blue text you can see on the ribbon cable is facing up. Then, on the port on the CD drive's board, the letters/label should be facing out toward the wall, just like the modchip.

I dont know if that's what you're doing, or if it's even your problem to begin with as I had a 64 pin saturn and it worked with the A+B method.
