You're better off buying a real Genesis than that thing. A PS2 can play 99% of PS1 games with no issues at all.

PS2 games are easy to find and cheap and it has arguably the largest library of (good) games out of any console, as one would expect from the best selling console of all time. Where I live you can purchase many of the best PS2 games for 5-8 euros, while best SNES games cost you usually between 25 and 80 euros. 2 good and common SNES games might cost you more than your whole budget :) Saturn games can also be expensive.
Maybe you could buy a PS2 to USB control thingy and play SNES games on an emulator on your computer for free and get a real one later on when you have more cash and a bigger collection? And like already mentioned, you can play PS1 games with a PS2.

Only the Saturn can play Saturn games. Therefore it is the most valuable.

SNES and Saturn games are already expensive, while the PS2 has never been cheaper. Now is the time to get into PS2. If you put it off till later, you may regret it with you wallet.

And from the sound of it his wallet isn't very plump anyway, so yeah...

I'd suggest holding off on SNES and Saturn until you've got a steady income, OP.

Especially Saturn. Even with a steady income, Saturn is difficult.

There's plenty of cheap Saturn games... People always seem to forget the Virtua Fighters/Megamix, Dead or Alive, Sega Rally, Toshinden, Astal... To say nothing of the imports like Saturn Bomberman and Dead or Alive. It's not dirt-cheap like the Playstation, but then, it's not dirt. :P

There really isn't enough information provided for us to make a reasonable recommendation. We can make assumptions (as people have been) or you could provide more information as to what your goals are. I'm wondering why genesis isn't on your potential list.

This times infinity. While as Jrecee said that all opinions will be uninformed without more information from you, out of the ones you listed, I've always had far more fun with the SNES. PS2 is my second choice especially for the price as AppleQueso mentioned, while a modded Saturn (or a Saturn and then getting it modded) would be my last choice of the three.

Sorry for not putting games I like, I completely forgot
Anyways, I tend to like actiony games and RPGs. I don't like music/puzzle games. Here's the console games I'm playing through right now that I'm enjoying, since they're right in front of where I'm sitting now.
N64: Perfect Dark, Star Wars: Rogue Squadron
Dreamcast: Resident Evil Code: Veronica
Gamecube: Skies of Arcadia, Resident Evil, F-Zero GX
Wii: Xenoblade, Super Mario Galaxy 2, Fire Emblem: Radiant Dawn
I tend to like games that aren't overcomplicated, such as Skyrim, but I like Xenoblade. Weird.
Anyways, I'm currently leaning towards a Saturn, because it has a lot of games I'm interested in, and I'm getting into Sega. I'm wishing they were still in the hardware business right now. :( Anyways, PS2 is a close second, because of the sheer variety of games. It's also got a lot of games that, since I only have a Wii for recent major consoles, I missed out on.
I hope this post helps!
P.s. I'm hoping to get a job over the summer, and I have a way to get easy amazon gift cards. Slow but easy.
Consoles: N64, Wii, Dreamcast, PS2, SNES, Saturn, Genesis, PS3, NES, Wii U, 2600, PS4
