When I built my first couple PCs I started with Barebone Kits from TigerDirect. The packages usually have a case and power supply, but some packages have motherboards, cups, memory, etc. I would check them out.

How are you wasting your time? It takes less than a second to ground yourself. I'd rather do that then risk losing expensive computer equipment.
I suppose it doesn't matter with £100s of equipment, if you wanna risk throwing it away. I enjoy, just attaching my money to my jeans with fish hooks. Ah well, it will probably hold it. Why bother wasting my time putting it in a wallet...

Static charge, can and will damage computer equipment unless your very careful and very lucky. IF you want to take that risk then be my guest but don't go telling other people to do it.
It's his choice at the end of the day, he either grounds himself and is 100% protected, or he can be flippant and think it's not worth the risk. Then he might end up wrecking his components. So that £100 budget PC he's just bought turns into a £150-£200 because he narfed his components. I'm not saying it will happen but it could. For some people that's all they need to make sure it doesn't happen.
