Thats the point.
Since they were making the game in the style of the old series, they decided to make the box art the same style as well... even if the style was ugly.
To me this is great.

Well, in USA, Megaman 3 was the first cover to depict him as a short robot boy, but they were still miles away from his proper Japanese design. They made him look like some kinda Astroboy leprechaun. Even by MM6 they still didn't quite get his design right, but it did get better with each sequel. Europe got it's fair share of weird covers as well. I'd like to see all 6 of them lined up.

I love that they're sticking with the ugly, because honestly if they're going to do NES graphics and sound may as well do so for the box-art too. It's best described as so ugly it becomes cool.

I seriously think someone at Capcom USA thought Megaman must of had a broken hip in the first two games. :P

I actually always thought Mega Man 2 had good box art. Not necessarily representative of the game, but I really liked it. I love how Dr. Wily looks like Dr. Light, and he's point at Mega Man as if telling his minions to get him.

It's just...classic...
