This is a good move. It used to be that if your account was believed hijacked, you were locked out of everything. That obviously sucked. Now you just lose your ability to use the Steam service (purchasing, activating keys, downloading, etc.) while the problem is resolved. It makes you wonder why they didn't do it this way all along, but I guess they hadn't thought of it.
I've heard stories about a lot of people that were locked out of their Steam accounts and just left bewildered. No idea what was wrong. All their games lost. I've always worried about this happening to me given how many games I have through the service. This is good news.
