Mortal Kombat's CPU controlled characters can do things that are literally impossible for human players to do. They'll throw you from distances that throwing is normally impossible, if you spam projectiles they'll duck under them and slowly SLIDE TOWARDS YOU, etc.
Don't even get started on UMK3's cheapness with every CPU being an expert at ridiculous combos and Jade being able to do her flashy thing the instant before a projectile touches her hitbox.

Hyper Super Street fighter II turbo anniversary edition
God this game is just silly hard. I have the CPS-2 Asian region version which is supposed to be the hardest A.I. for this game.
Its like playing against someone who just does the best thing possible everytime. Anything you do that is unsafe in any way is punished. Godlike reaction time and execution. Hell sometimes its like the computer is mocking you by doing something so stupid, but because it is executed in a window impossible for a human it just isn't viable for anything but A.I.
IMO this is one of the few A.I. that really helps you understand character matchups though. You learn what is and isn't ok to do in each situation for each matchup as you progress this way. It really improves spacing/zoning and understanding how to punish a player that rarely makes mistakes. Once you play a person they often simply cannot recreate these situations, but you know what options they have with that character if they are very good.

Mortal Kombat definitely. Seriously, it's like the computer players can always find the perfect way to counter all of your attacks. Especially in MK2 and MK Trilogy.
Re: Cheapest AI for a Fighting Game
Not exactly ai, but i always get frustrated at game modes in fighting games where they set ridiculus stipulations to the match. I remember playing soulblade and in the weapon master mode having to win matches where you could only hurt your opponent when they were int he air, or they had regeneration and you were bleeding the whole time, things like that.
Also when you have boss characters that just flat out ignore the rules of the game since they don't have real move sets and aren't playable.
I always remember street fighter's idea of 2 seconds and the rest of the space time continuum's being different. Also apparently you can charge back while moving forward.

Re: Cheapest AI for a Fighting Game
Not trying to necro this thread just wanted to input my 2 cents. Man I used to love marvel vs capcom 2 at the arcade when u was young so I decided to pick it up at my local game store. I had it on default diffuculty and damn the ao seemed cheap to me. (the first match I played had spidermsn and iceman in it the two cheapest characters) I was attacked by a giant ice ball then led into a hyper combo then they switched to spidermsn who immediately spammed web ball then maximum spider'd me. I threw my controller at my tv which I luckily caught before it hit.
