There are loads of awesome Saturn titles out there that don't require you to break the bank, here's my reccomendations;
Assault Suit Leynos 2 - really awesome side-scrolling mech game, the sequel to Cybernators/Target Earth. High difficulty, but gorgeous graphics and a lot of fun, plus it's cheap and easy to acquire.
Astal - Nice little platformer with some of the most compelling 2d graphics on the Saturn, sometimes gets overpriced so don't pay too much for it.
Astra Superstars - One of the best 2d fighters on the Saturn, developed by Sunsoft this fighter sees battle take place in mid-air. Really beautiful graphics, unfourtunatly this one can be quite pricey (£60+)
Batsugun - The originator of the bullet-hell/manic-shooter sub-genre of SHMUPS and a great game too - plus, it's easy to find and relatively cheap.
Battle Garegga - Another great Saturn SHMUP from Raizing, really worth checking out and not too expensive to find either.
Burning Rangers - Weird futuristc fire-fighting game from Sonic Team, seems a bit dated now and the controls are a nightmare, but still an enjoyable game. Can be quite expensive for PAL & NA copies though.
Capcom Generations Series - Capcom compilation collection that for the most part is easy to find and houses some awesome games;
- Capcom Generations 1: Wings of Destiny - Awesome collection of classic SHMUPS - 1942, 1943 & 1943 Kai
- Capcom Generations 2: Chronicles of Arthur - Containing the first 3 Ghosts & Goblins/Ghouls & Ghosts games
- Capcom Generations 3: First Generation - Containing some of Capcoms first ever arcade games
- Capcom Generations 4: Blazing Guns - Contains 3 different run & gun shooters - Commando, Gun Smoke & Mercs
- Capcom Generations 5: Street Fighter Collection 2 - Contains the first 3 versions of SFII
Cotton 2 - Really fun horizontal 'cute-em-up'
Cotton Boomerang - The crazier, more expensive, remix version of Cotton 2; well worth looking into if you're a horizontal shooter fan
Cyberbots - One of Capcoms most overlooked 2d fighters, Cyberbots goes for really cheap and is well worth picking up
Detana Twinbee Yahho! - Great compilation of the Twinbee shooters
Discworld I & II - Really good ports of these unique PC point-and-click adventure games
DonPachi & DoDonPachi - Great pair of Cave SHMUPS that can be had for relatively cheap
Dragon Force - One of the best SRPGS on the Saturn, can be quite expesive though
Dungeons & Dragons Collection - Combining the two awesome D&D side-scrolling beat-em-up's (Tower of Doom & Shadows over Mystara) into one package, this collection is really worth picking up.
Game Paradise - Really quirky SHMUP set in a video-game arcade
Gokujyou Parodius - Great Parodius deluxe pack and much cheaper and easier to acquire than Sexy Parodius
Guardian Heroes - One of the best Saturn games and one of the best side-scrolling beat-em-up's ever, can be expensive to find PAL/NA copies in mint condition though.
HyperDuel - Amazing horizontal-SHMUP, hard to find for cheap though
Keio's Flying Squadron 2 - Weird & Colourful 2d platformer with SHMUP sections
Langrisser Tribute - Amazing SRPG collection combining the first 5 Langrisser games into one package, quite Japanese intensive though.
Layer Section - Another awesome Saturn SHMUP, and very cheap to find - avoid the horrid Layer Section 2
Marvel Super Heroes vs Street Fighter - the predecesor to Marvel vs Capcom, very easy to find cheap
Nanatsu Kaze no Shima Monogatari - Awe-inspiring Enix developed 2d puzzle adventure game with beautiful graphics, very Japanese intensive, but there are guides and youtube videos to help
NiGHTS into Dreams & Christmas NiGHTS - Both of these can be found suprisingly cheap, well worth picking up along with one of the 3d Saturn pads
Panzer Dragoon & Panzer Dragoon II: Zwei - Awesome on-rails shooters, and much easier and cheaper to acquire than their RPG counterpart
Princess Crown - Amazing action-RPG with beautiful big-sprite 2d graphics
Sengoku Ace Episode II - Highly enjoyable fuedal-Japan horizontal SHMUP
Soukyugurentai - Amazing vertical SHMUP from Raizing, one of the best on the Saturn
Steep Slope Sliders - Really awesome snow boarding game from Cave
Stellar Assault SS - Goddamn, this space-shooter is amazing. It's not just a port of the MegaCD version, but a total re-working. One of the best looking games on the Saturn and one of my all-time favourite space-shooters. Beware though, it's expensive and rare - more so than Radiant Silvergun - I only mention it because it's so awesome and if you're a fan of the genre it's well worth saving up for.
Street Fighter Alpha/Zero III - Probably the best version of Alpha/Zero 3 on any console
Strikers 1945 & 1945 II - Pair of awesome SHMUPS from Psikyo
Super Tempo - Bizzarre 2d platformer, can be found cheap but is quite rare, well worth hunting down though
Terra Phantastica - Amazing and totally overlooked SRPG, Japanese intensive though
Thunderforce V - The pinacle of the Thunderforce series, well worth picking up. Also, the Thunderforce Gold Packs 1 & 2 combine the previous 4 games, although the Gold Packs are more rare and expensive than Thunderforce V.
Tryrush Deppy - Amazing 2d platformer that sees you control a taxi-cab. With beautiful and colourful graphics Tryrush is one of the best-looking games on the Saturn.
Twinkle Star Sprites - Amazing battle/VS SHMUP, although the Dreamcast version is better.
Wachenroder - Really good Steam-Punk SRPG from SEGA
Waku Waku 7 - The predecesor to Sunsoft's Astra Superstars, much cheaper and easier to find.

Do yourself a favour and pick up a pair of the V2 Saturn pads, much better than the original pads.
