One of the least useful advanced techniques, eh? On grounds of usefulness, I sure do see it used a whole lot for it to be useless. As for it not being a glitch and just an 'advanced technique', as I have read numerous times:

You don't "notice" things that you premeditated. If it was something that was meant to be in there from the get-go, why can't you perform it in Brawl? It's almost as if, when they made the new game, they decided to fix some of the problems that were present in the old game. How about that.
