Thats it, Im gonna build my own Steam console, with blackjack and hookers.

Actually, a question from a non-Steam-er, but has Steam ever pulled "buy a DLC" thing?

They sell stuff made by other companies, such as 2K, so by extension yes.

Also, they sell hats/weapons in TF2 and accessories in Portal 2. The TF2 weapons can all be attained in-game though.

Yes and no. Valve only has vanity DLC (well the hats in TF2 offer stat bonuses but its still not mandatory), but through Steam you can buy DLC for other company titles - Train Simulator 2012 for example (it has over 2k in DLC).
