really depends what library your collecting. always go for the best price possible and have a purchasing limit.

More than even knowing what games in general are worth, know what you want, and the rough value of what you want. It's really easy to drop a lot of money on a game just 'cause you heard about it a couple of times.
Acknowledge and accept that there's some games that you might want that you're simply not going to get without dishing out some money.
Totally! A cart on its own can be literally 10% the price of a complete game a lot of the time. Especially for all of the consoles that had cardboard boxes.
Make sure you aren't spending too much on gas going to thrift stores, flea markets. For garage sales and thrift stores you can plan a route to where you can hit up several in the same area.
Collecting games takes patience. If you're not, then spend like crazy on-line.
Go to your local fleamarket and see who sells what.Some sellers have a one time only gaming item and some sellers come back again with similar items the next week.
Those are the ones you look out for. Some know what they got and some sell quickly to make a buck.
Over time, you get a feel for stuff. Your finding habits will change and it will become easier to find games in those random boxes.
Many times at the fleamarket, games are cart only. So dont ever pay more than $10 bucks for a single cart game. Ten is pushing it. Many times a five spot will do.
Unless you know its rare. There are plenty of sites to tell you about rare games. Study that a little bit.
You may get lucky and find a rare game. But those days are getting harder to come by. With time, you do learn about what games aren't rare.
With me, once I own I game, I do tend to not get extra copies. Unless they're really cheap.

Know what you want and what it's worth. Keep waiting for the right price and don't buy on impulse. Keep some budgeted cash aside so that you can grab the good sale when it finally hits. If you need a gaming fix while you wait, download something from one of the free games threads in my signature.
Make a list of what games you wanna collect,do alot of research and watch videos before making any purchases.Try not to rely on reviews and opinions too much (but is good for feedback).
Have a set budget,but what JT said having some money to the side for great deals.Make sure your obligations are taken care of Food,bills and yourself.
Once you accomplish both of the above,take that list you made.Then boil it down to how much you can spend,which one you want most and who has the best deal on that one.
You will probably have many list by then and have traded or bought from our very own forums,(e)bay and/or (ama)zon.But at least you can say you learned it all here.
