I agree with you both. It's pretty much Capcom's worst character design ever... and as such, well-played. It's just really a hilarious and bewildering inclusion.

Capcom also takes a jab at Legends fans with the character description of Bad Box Art Mega Man. From the Capcom Japan website:

His weak point is that he is easily rattled when backed into a corner.
