Well that was an interesting and disturbing read. Glad the two places I've worked haven't had this problem. It helps that one does not have a public restroom!
Though my last one did have a bathroom in the employee locker room and someone wrecked that toilet one day...I didn't think the Janitorial staff would ever clean it up.
