Making someone a foe can be useful, yes. Before becoming a mod I had blocked a few people for short periods of time that had annoyed me, then unblocked later. What this does is collapse posts by that person and turns them into a button you can click to read that post. You'll still see when someone else quotes that person, but it can help when someone is annoying you for a while. My philosophy is that people should be encouraged to use the features of the forum instead of wanting person X to be banned.
Why should a new user (or any existing user) be valued more than an existing user X when we could have both of them co-existing without interference, if the new user can simply block user X instead? Seems like win-win to me...
However it does not make the problem go away. If you ignore the run down crime ridden part of town, it still affects the surrounding area. People will still be annoyed and occasionally move away. People reported Inazuma's antagonistic posts fairly often, but didn't always post their displeasure in a heated thread. Just like you sometimes call the police instead of knocking on the door of the neighbors being loud at 3 AM for the 3rd time in as many months, there were many more complaints than voiced in the actual threads where things flamed up.
I will say this again: Complaints and warnings against Inazuma stretch back over the past few years. It only took him 3 months to rack up his first formal warning. In the time he's been here he never learned to stop being antagonistic. IMHO he actually got worse. He isn't a teenager so it isn't a phase he was going to 'grow out of'. Every time he was spoken to, he'd calm down for a bit, then there would be a thread about marraige/religion/DRM/whatever and then go right back to insulting anyone with a different opinion.

I won't miss him. Him and Moz were always very disruptive and I never understood how they managed to get away with so much. I never had an issues with Inazuma myself, but I saw how immature and pig headed a lot of his comments towards others were. I think both him and Moz think they are a lot smarter than they actually are
