SCD fuses are notoriously unreliable. A blown fuse is no big deal, it's a relatively easy fix. I've done it myself, and I don't consider myself a technician or anything.
I second this. In fact, buying a cheap "non-working" sega cd was the way I went. I switched the fuse out, even though I had minimal soldering experience.

It's a good, unintimidating, beginner's way to get under the hood of a console if your new.

I have considered this in order to get one very cheap but my only concern is, how do you know that's all that's wrong with it? My luck, I'd get one, switch out the fuse and there'd be something else wrong with it.

Hard to say definitively, given that if the fuse is blown it plain won't turn on. The one that I fixed in that way (a model 2) was part of a bulk lot of as-is items.

I got a model 1 Sega CD that didn't work in exchange for a couple of PS2 games I didn't want. I you have a local store that sells older game systems, they'll probably have several non-working consoles they'd be willing to let you have for next to nothing if you ask.

I had a Genesis 2 that looked like it was broken but turned out to need only some cleaning and a replacement LED. (The one in there was broken somehow when there was no damage to the outside of the console.

About a year ago, I bought my SCD + Genesis 2 from a friend of mine. I've had fun with mine. I own Lunar and Lunar 2, but I haven't gotten around to playing them yet. Unless you get that Turbo Duo-style all-in-one Genesis/SCD unit, you can play burns, as others have said.

You can also play imports through a process to change the region formatting. I was not satisfied with some explanations I found online because they skipped over steps and such, so I made my own guide to show how it's done.
