The system plays NTSC games as well as nearly every PAL game.

Maybe.. maybe not. According to a few sites its a jap system (NTSC) that was realeased in Europe and Australia (PAL) sometimes. So maybe thats why it can play both?

They say in the description that it has never been opened, yet they also say that they have tested almost 400 games on it.

Read more carefully. He has many of them and and i have seen more of his auctions. He opens one sometimes to show the contents and/or display/test in his "retail?" store.
